Victor,

You are right. It is all about responsibility, but not just for necessary change but for the culture that is not eager to adopt necessary changes.

Unfortunately, most managers use the top-down command and control approach to managing people are in so doing are their own worst enemies. Top-down creates a culture of distrust and disrespect for work, customers, each other and bosses. How you ask?
